20 years of voter approved funding from the Los Angeles County Safe Neighborhood Parks Act of 1992 and 1996 (Proposition A.) The 1992 funds ended in 2015 and the 1996 Proposition will end in 2019. Measure A is asking voters to reinstate the funding to support local parks, beaches, open space, and resources. This will create a parcel tax of 1.5 cent per square foot of development. For example, an owner of a 1,500 square foot property will pay $22.50 per year for local parks and recreation This property tax bill would generate approximately $94 million per year for those areas.Traffic Improvement plan that will ease traffic congestion and improve freeway traffic. Expand rail and rapid transit system, repave local streets, repair potholes, and synchronize signals. Make public transit more accessible, convenient, and affordable for seniors, students, and disabled. Create earthquake retrofit bridges to keep transit safe and in good condition. Embrace technology and innovation to advance systems. Create jobs, reduce pollution, and generate local economic benefits. Provide accountability and transparency to protect and monitor public investments. The funding would take place over 40 years. Buses and Rail Operations $29.9 billion, Local street improvement $22.5 billion, State of Good repair $2.4 billion, Programs for Students, Seniors, etc. $2.4 billion, Bike and Pedestrian connections $2.4 billion, and Regional Rail $1.9 billion.Measure HHH proposed by Mayor Eric Garcetti and Los Angeles City Council will create a $1.2 billion bond for the November 8th ballot. This ballot is meant to develop affordable and homeless housing and requires a 67% vote to pass. Assistance from public and private social services will allow for access to mental health and substance abuse by those living in the units. The bond will be split for 80% of funds going to homeless housing and 20% to affordable housing; this will provide housing to veterans, seniors, battered women and their children, and foster youth. The debt of the bond will be paid off by a property tax on both residential and commercial units.This requires certain residential development projects provide for affordable hoising and comply with prevailing wage, hire locally, and follow other labor standards. It requires the City to assess the impacts plans to change the community on affordable housing and local jobs. The measure creates an affordable hosing incentive program for developments to build near transit stops.Measure will add qualification requirements, stipend, and remove protections for Department of Water and Power. The board will be raised to 7 members and require DWP to prepare a 4-year Strategic Plans for Council and Mayor. The DWP’s employee contracts would be modified with rate setting and authority. Permit for future alternatives to existing civil service standards for DWP employees would done through bargaining and require monthly billing.Airport Peace officers will be enrolled into Tier 6 of the Fire and Police Pensions System, current officers will be transferred to Tier 6 of the City Employee’s Retirement System, but at their own expense. The measure questions whether new Airport Police Chiefs will be able to enroll in the retirement program.Repair local community colleges, prepare students and veterans for jobs, allow university transfer by upgrading vocational and career education for veterans, firefighters, and paramedics. Remove led paint and asbestos, upgrade campus safety and security, technology update, handicapped accessibility and earthquake safety, repair deteriorating gas, and water/sewer lines. Acquire, construct, and repair facility sites and equipment. Los Angeles Community College District will issue $3.3 billion bond at legal rates, require independent audits, citizen oversight, and all funds to be local.
